Local mirrors of the Forgejo/GitHub-style actions the fleet uses. Exists so DEFAULT_ACTIONS_URL can be set to self and NO job ever fetches an action from outside the datacenter (INV-7).

Pull mirror of code.forgejo.org/actions/upload-artifact. Required before DEFAULT_ACTIONS_URL=self: the fleet build templates reference actions/upload-artifact@v3 in every SARIF/gate-record upload step (if: always()), and with self-resolution an unmirrored action fails the job closed.
